This is going to be handled by https://github.com/GrapheneOS/carriersettings-extractor in GrapheneOS.

If adevtool decides to reimplement this, it should be done closely based upon https://android.googlesource.com/platform/tools/carrier_settings/ , I'm no longer interested in this personally as carriersettings-extractor is now fully integrated with soong in GrapheneOS.
