Finalize, clarify, and fully document public Deposit API

There are a variety of places where the public API isn't quite consistent or requires clearer documentation. We can clean this up and ensure that at least the public-facing Deposit API is clean, consistent, and the docs detailed and helpful.

This work will subsume #669 and #678.
