Validation module: the CSIP24 test seems to not fully cover all scenarios

Running validation (v 2.3.3) up against https://github.com/DILCISBoard/eark-ip-test-corpus/blob/integration/corpora/csip/metadata/dmdsec/CSIP24/IP_18000_CSIP24_2.zip seems to not give the expected result.
The validator doesn’t detect that the href value is empty, it only checks for the existence of the attribute (which can be tested here: https://github.com/DILCISBoard/eark-ip-test-corpus/blob/integration/corpora/csip/metadata/dmdsec/CSIP24/IP_18000_CSIP24_1.zip

Both scenarios described in this testCase.xml
