CSIPSTR13: Detection fault

The attached package has no metadata folder:
CSIPSTR13_1.zip

Validation should generate a warning for CSIPSTR13 but it doesn't:
CSIPSTR13_1_validation-report_2021-10-26_1.txt
The above was generated on an unzipped package. Validation of the zipped package gives different results, see CSIPSTR10 which fails when the package is a folder but passes for the zipped version:

I confirm this issue

• When there is a folder representations/x and there is no representations/x/metadata there should be a warning and there isnt
• With this example, CSIPSTR10 fails when in unzipped package and it should PASS.
