Keras_NLP and Kaggle Hub: Are models allowed without weights in Kaggle Hub?

Hello folks,

I'm new to Keras_nlp. From what I've seen till now is that - all the models that are provided by the keras_nlp community are only those that have weights and configurations saved in the Kaggle Hub. The model uses the config and Kaggle hub to download model weights and load them into the model that has been configured according to those weights.

Are the models that are new in the research community AND don't have weights in Kaggle but other places (or don't have weights overall) allowed here or not?
