Tool: admin mode for data changes

When the dataimporter runs, by default it ads the new stuff into a TODO category, and then dev has to go into the json and move the data into the appropriate category. We should streamline this process to make it easier to do updates.

Before I rewrote the site in svelte, I had an admin interface that did a lot of this if I can remember. I can sync back to previous version and check it out, and see if that interface would work and then port it into the current site.
