Javascript Providers Documentation is Incomplete

Following this documentation exactly, results in nothing happening. I do not see the policies anywhere, do I have to enable something?
I can see from inside the pod that it has recognized and added the provider kc show-config, however, I do not see any of the resources through the dashboard anywhere. I can unzip the jar file and see that everything matches as it should be.
Are these the only files I need? Do I need a pom.xml? It is not really clear from the documentation what I should do next.
