Add ability to set chrome binary path

Summary

Primarily for use in AWS Lambda environments, the location of the binary for chrome can be in several places depending on how the user has created their lambda.

• What is the current behavior of scaffold?
  • currently no way to set the chrome binary path in scaffold
• What should we change?
  • add an option something like desired-capabilities.browser-binary-path to allow set their path and have it set within scaffold.
