Use Modern Geolocation Inference Model

The geolocation inference model we use is ~8 years old at this point from when it was first proposed. Significant progress has been made over the years, especially in models that incorporate multiple modalities of data. We should conduct a cursory literature review to understand the state of the art geolocation inference model and implement it into this system.
