Make a command to display guild permissions for users and roles.
Usage !permissions <user|role>. Will default to message sender.
I need to make a start at page embeds for this to work. There are a total of 31 permissions, and Discord embeds only allow 25 fields, so not all permissions fit in one embed if each one
