new task and scenario format

Tasks and scenarios should be merged into a single format, perhaps keeping modularity by allowing optional includes.
Scenarios need an easier and more intuitive way of defining traffic flows and expected outcomes for those flows. In complex situations like the security scenario, the current format is simply too complicated.
