Hey!

I've done a improved version of youd chacha implementation based on your code. Am I allowed to release it with apache 2 license? (As you didn't add a license)

Sure. It would be nice if you can submit a PR if you made any bug fix :). I added a LICENSE file with MIT license, which basically means you can do whatever you wanted to with the code.

I've also changed many other things in the class, but I can create a pr with all changes if you want.
