Idea being that once enabled, the BNC can safely expect that the client will send certain commands at startup and just dump all the info right away. Eg, connect, caps, reg, dump bouncer listnetworks and list buffers response, dump chathistory responses after NAMES. All without the client manually requesting them all. This should give a considerable connection speed bump.
