Lack of update of download.kiwix.org/library/library_zim.xml should be automatically detected.

I think we could create a https://download.kiwix.org/library/.touched empty file. This file would be removed at the start of the process of updating and created at the end. So if missing, indicating something went wrong. This could be properly detected via UptimeRobot.

The deletion of the file should better happen via cron. More robust.
