add oniguruma-devel to centos8.0+

Hi, dear developer, when I try to compile a software on my centos8, it prompts me that I need "oniguruma", I installed it with "dnf install oniguruma", but it still can't compile, I found that I need a "oniguruma-devel", but it does not exist in the "appstream" of centos8, can you add it to the software source, I don't want to download and compile from github, because it will reduce my automation efficiency.

Forgot to say, "oniguruma-devel" exists in centos7, in redhat8+, I can't find "oniguruma-devel", even rocky8+

I found it available in "PowerTools" at "https://pkgs.org/", but I haven't used "PowerTools" and I'm not sure if it's trustworthy or provided by you ,please help me!
