Subtask of #33

  • Apply gas burning policy.
  • Use effectiveGasPrice to calculate gas price used when process a tx (dynamic gas fee).
  • Use baseFee field in Header or Block type.

Need to check TestBlock_13998626 test to make sure rosetta operates correctly.
