macOS 12 will be deprecated as a build environment

GitHub Actions will be deprecating the macos-12 runner soon. See [1].

Would upgrading to macos-13 cause any trouble for macOS users? This would affect both the pre-compiled package and the PyPI wheels.

In the end we have no alternative, so we need some tester. Guess we should do that soon for all active macos runners.
