Functions CRD and Operator

This issue tracks the overall progress towards the creation of a Functions CRD and Operator.

At this time the epic is a work in progress as we define the scope in the related discussion.

how can we proceed with it? seems like not such a complex task, for example can be implemented like in the OpenFunction project:
as a CRD that creates 2 resources, a shipwright builder and then when succeed building deploys it via a knative serving service
