Is there an existing issue for this?

Current behavior

started with a fatal error block timestamp too old > added CHAIN_TAG=v0.4.0 to the .env file which made 0 changes and still had the error > removed CHAIN_TAG=v0.4.0 from .env and added to config.yml insted which fixed the error with block timestamp too old but Block store could not connect

Expected behavior

was trying to start up the node after been offline for 1 or 2 days

block timestamp is too old has been fixed with changes to State DB
