Add additional powercfg output to flare Power Report

We currently generate a powercfg /systempowerreport here
It would be helpful to also run and capture the output of powercfg /availablesleepstates - while the system power report shows whether modern standby is enabled, it is difficult to figure out which sleep or hibernation states are available on the device without this additional output
