Switch CI to Github Actions

As discussed during today's meeting, since Travis is not making any progress on establishing that were are an OSS project and we've long been out of credits, we'll migrate to Github Actions. A quick feature inspections suggests that everything that worked on Travis should work on GHA, and the limits are more generous anyway.
