Motivation
.NET Core 2.2's end-of-life was on December 23rd, 2019, and .NET Core 3.0 end-of-life was on March 3rd, 2020.
Proposed solution
Follow https://docs.microsoft.com/en-us/aspnet/core/migration/22-to-30?view=aspnetcore-3.1&tabs=visual-studio and subsequently 3.0 to 3.1.
