Add run CI workflows for release-0.3 branches

In order to test 0.3 release branches (when it will be different to main), it is needed add workflow execution to run 0.3 branch test suites (like go-konveyor-tests) on the 0.3 Konveyor builds. Also, add a badge with results to CI README.
