List of issues across all applications

We should be able to see an aggregated list of all issues reported by the LSP analyzer for all applications. The issues should be able to be filtered by applications along with existing filters on - Category, Level of Effort, Source and Target. Total incidents and total storypoints for an issue must be captured.
