Update CONTRIBUTING.md file with instructions on linting

Currently the CONTRIBUTING.md file doesn't say anything about make sure that you run make lint before making a pull request otherwise the CI build will fail if there are errors.
This Issue is to write something about this requirement so that it is documented.
