Running quickstart to update modules doesn't reset outdated modules

Running quickstart or mod install to update modules doesn't reset the "outdated modules" counter, so sn0int might prompt for an update, yet mod update doesn't do anything.
To implement this we need to keep a list of outdated modules instead of just tracking a number.
