Rollouts should allow configuring the rootsync/reposync name in the target clusters

ConfigSync supports using workloadIdentity as auth mechanism for the config repositories and it uses RSync name as part of the service account for the reconcilers (for example root-sync-<rootsync-name>). As a platform admin, I would like to specify the rootsync/reposync name that rollouts create so that I can allocate the IAM Bindings in my cloud provider in advance.
