Problemas al instalar

Hola al querer correr tu proyecto estoy teniendo problemas, no tengo experiencia en django solo con lamp. estoy en una pc con win10 con python3 instalado y pip.
Queria probar este proyecto porque me interesa ver como fusionastes carontepass.
El error me lo tira al momento de instalar los requerimientos me dice:
