As per documentation, The permission is not really needed. Any attempt to access a file should throw a file open dialog in the default file manager. Once a file is selected by the user, the app is granted access to the file/image that the user selected. This is how chromium operares.

Ankidroid is also in the process of removing this permission: ankidroid/Anki-Android#5304
