Same scale with by habitants and by vehicules

For year 1995:
y axis is between 0.0 and 2.2 for "by habitants"
y axis is between 0.0 and 5.5 for "by vehicules"

We should be able to compare these two filters "by habitants/by vehicules" by quickly changing theses filters.

By the way it could be great if the units and y axis maximum between "by vehicules", "by habitants", "total" are the same
