The "Display Format" AJAX trigger doesn't work correctly

It looks like it's triggering the wrong thing. I'm working on cleaning up and standardizing this code so it's easier to get right (and so the non-JS fallback works automatically also).

Need to check this (from a semi-duplicate issue):

"Wizard: style plugins without row styles shouldn't show row form"

"Currently something happens and a second request is done. Then form_state['values'] is empty.
