As part of setting up the CI/CD process for the Notebooks WG, using the optional-test infra kubeflow/kubeflow#5482, we will need to enable the AWS Prow infra to run presubmit jobs for the kubeflow/kubeflow repo.
We should add a section in this config for kubeflow/kubeflow as well, in the presubmits
