create release for aws-encryption-provider

What would you like to be added:
Can we please release docker image for aws-encryption-provider
Why is this needed:
This way we can use aws-encryption-provider from its original repo rather than having to fork it just for release
I think a new release would be good, but we don't have the infra yet for a packaged image.
Issues go stale after 90d of inactivity.
Mark the issue as fresh with /remove-lifecycle stale.
