Azure Pipeline: use managed identity

The Azure VHD publishing pipeline currently depends on a service principal client id/client secret variable to be set to create and test VHDs. We should consider making the pipeline work with managed identity and run on trusted agents instead. This is more secure and doesn't require handling passwords/secrets in the pipeline.

The Kubernetes project currently lacks enough contributors to adequately respond to all issues and PRs.
