Support Nutanix Packer plugin v0.8.x

Is your feature request related to a problem? Please describe.
In #1256 we were caught unaware by changes to the Nutanix Packer plugin that caused failures in the make validate-nutanix-all target. To fix things, we pinned the plugin to a pre-v0.8 version (currently that means v0.7.1).

image-builder should be updated to support Nutanix Packer plugin v0.8.1 (or later).
Describe alternatives you've considered
- We could stay pinned to the pre-v0.8.0 version, but that's not a long-term solution.

As seen with @AverageMarcus , i will unblock the situation in next PR early next week
i will just check more deeply before the test logic in the project and why we launch a validate on every platform
