vmware tools are not available in the cluster-node-image-builder for build-node-ova-local- targets

What steps did you take and what happened:

What did you expect to happen:
VMware tools should be available in the container image.

vmware-iso builder doc

It currently supports building virtual machines on hosts running VMware Fusion for OS X, VMware Workstation for Linux and Windows, and VMware Player on Linux. It can also build machines directly on VMware vSphere Hypervisor using SSH as opposed to the vSphere API.

VMware Player can be installed to container image as

RUN wget -q https://download3.vmware.com/software/WKST-PLAYER-1702/VMware-Player-Full-17.0.2-21581411.x86_64.bundle -O /tmp/VMWareWorkstation.bundle \
  && chmod +x /tmp/VMWareWorkstation.bundle \

but it stills needs vmrun command. The doc refers VMware Virtual Infrastructure eXtension (VIX) SDK. but I couldn't find a way to install it.

I found this issue hashicorp/packer-plugin-vmware#12
As far as I understand, it is not straightforward to install VMware tools.

Update: I managed to install VMware tools to Ubuntu 22.04. You can check the issue I mentioned above.

Nevertheless, I hit some issues in packer level because packer cannot connect to the VM via ssh. I guess the default configuration for flatcar is not fully complete.
