Add arm64 binary of tail plugin

tail plugin lacks arm64 support. A binary was provided in ktail repo: boz/kail#64 (comment).

Feel free to make a pull request. We expect plugin maintainers to maintain their own manifests.
This is not the repo to track per-plugin requests.
