multi-namespace support for NFD CRs

What would you like to be added:
I would like to add support in NFD operator for applying different NFD CRs into different namespaces
Why is this needed:
We are seeing requests from our customer to deploy more then 1 NFD CRs. Since those CRs are deployed by customers operators,
merging an already deployed CR into a new CR to be deployed is a bit problematic. Currently deploying a CR into a namespace with an already existing CR will result in a second CR overwriting the original one.
What needs to be done:

  1. operator should be watching CRs cluster-wide and not in a specific namespace
  2. additional master/worker DS and roles/bindings to be created in a new namespace ( the code already supports this, with minimal changes)
  3. CR deletion should result in correct deletion of master/worker DS, roles/bindings in the namespace (the code already supports this, with minimal changes)
  4. local feature files support - maybe we can move them into an additional sub-directory (named for namespace), so that they won't be applied by different workers
