Carry over .att layers at promotion time

What would you like to be added:
When an image is promoted, kpromo will copy all signatures to the production registry. Technically, this means the promoter will copy all .sig layers associated with a promoted digest to the production registry.
We need to do the same for .sbom layers containing attached SBOMs describing those images (defined in the sigstore SBOM spec).
It is important to note that .sbom layer may, themselves, be signed. This required copying their own .sig layers too.
Why is this needed:
We are planning to split out the Kubernetes container images SBsOM to their own documents which should be more lightweight and scoped. In addition we will attach the sbom to the images at stage time,
