Replace k8s client with listers

In a recent run to determine the performance baseline for external-provisioner, the throughput increased by almost 2x when using listers in lib-external-provisioner for create and delete operations.

A large chunk of Get() requests to the API server were throttling the API server.
Filing this issue to have this replaced with listers.
Issues go stale after 90d of inactivity.
Mark the issue as fresh with /remove-lifecycle stale.
Stale issues rot after an additional 30d of inactivity and eventually close.
