SCC diff problem when running cluster-sync on top of HCO

Is this a BUG REPORT or FEATURE REQUEST?:

What happened:
When deploying HCO on top of CRC
in the 2nd make cluster-sync
it fails about SCC diff mismatch

Should pass
How to reproduce it (as minimally and precisely as possible):
Remove the if not external
condition here

Run cluster-sync
twice on top of CRC with external mode.

Issues go stale after 90d of inactivity.
