[Feature] : Add Kuttl Github Action that make Testing simplified

What would you like to be added:

I am looking for a Github action that make Testing a lot easier so that I don't need to install the kind, kuttl, kubectl by myself the Githubaction could take care of that

Why is this needed:

This could simply passing the args to the kuttl and more resistant to errors
