readme claims there is a batch file for windows, sources says nope.

Hey @ICEE93 I hadn't had a need to run it on Windows so didn't get around to writing it. I've now put one up and instructions on how to get it running on Windows https://github.com/kus/csgo-modded-server#running-on-windows
