Why can't I randomize the Pokemon section in PLA?

When I try to randomize my Pokemon Legend Arceus ROM, I don't get the randomize option in the Pokemon Editor section, why is that?

Because that feature has not been implemented in PLA mode.

But the code is open source, so I welcome anyone who wants to implement it
