Deprecate arrow2/parquet2

Arrow2 and Parquet2 have lost a lot of development steam. Both packages have been forked into polars, and so ritchie is unlikely to spend a lot of development time on arrow2 and parquet2.
I believe that from here forward, the community will coalesce more around arrow-rs. Therefore, I'm putting all my development efforts in arrow-rs, and will be deprecating arrow2-based work.
