[Question] Can Mumblepad without metadata and random blocks be used with CTR mode as well as any block cipher?

Let's suppose I want to encrypt different blocks containing counters and some random data (Counter/CTR mode) with Mumblepad and XOR then into the ciphertext. The blocks are raw blocks without any metadata and random blocks.

Is Mumblepad suitable for encrypting like this in CTR mode?

Will the mixing proprieties of Mumblepad be the same as other classical block ciphers like AES, Serpent and so on?

Sorry, I'm no more interested on this answer, I already studied this cipher.
