Either an NPC or item at the Guild.

According to MagmaGuy, this will be an added feature in the next few releases.
As for doing it via Denizen, I see the custom enchantments via itemTag.bukkit_serial, but do not know how to manipulate it. I'll come back to this if the next few releases of EliteMobs do not address this.
