Ability to filter cloud services being able to integrate with HPCS

In order to identify which cloud services can be integrated with HPCS you need to go into the doc today:

Today only the service Virtual Server for VPC has the tag hpcs correctly set.

There is an intenal enhacement request to support a tab hpcs_enabled.
