Cannot Get It Installed!

I have tried both the URL and Xtream codes version. Both will not create a config file. If someone could just give me one to edit that would be awesome. Or have the dev allow just a config based no installer I think it would solve my problems. It's just a normal install of Ubuntu 18.04LTS with PHP and Apache. It just won't create the file I have tried setting permission to no avail. If there can be a default config I can edit to get this working would be really helpful. Because it looks super promising!
