Don't Create Multiple Loads Definitions and Schedule Sets for Different Zones in OpenStudio if They Are the Same

I realize that there's a lot of redundant junk that we are writing into the OpenStudio file right now just because we don't have a check for whether the a given set of Loads/Schedules are already written into the OSM. I feel that this is something that we can fix fairly easily using the same methods that we currently use to make sure that we don't write redundant materials, constructions.
